16.04.2026 Module4 rEPORT: DETAILS & DATA

CVD19 Public Inquiry Module 4 Report
+On 16 Apr 2026, the UK Covid-19 Inquiry publishes its report into Module 4: Vaccines & Therapeutics.
=In Jan 2025, a forgotten few with Covid19 Vaccine Damage gave evidence to the Inquiry. Their evidence details daily struggle with:
- permanent & serious health damage.
- the consequences of being unable to return to work, homes sold, no new normal.
- the cost of living, plus its Disability Price Tag.
And, being ghosted by Government.

CVD19 Public Inquiry Module 4

Thank You, Baroness Hallett and the COVID-19 Inquiry team.
- For the public platform.
- For the professionalism.
- the consequences of being unable to return to work, homes sold, no new normal.
- the cost of living, plus its Disability Price Tag.
And, for the constructive and empathetic approach towards those injured or bereaved by adverse reactions.
How the UK COVID-19 Inquiry Helps:
The Every Story Matters public consultation captured personal experiences.
Inquiry staff trained to support the distressed particpants, both the VaxDamaged and their unpaid family carers.
Key themes from evidence in Module 4:
- hospitalisation
- ongoing disabilities
- psychological impact
- financial difficulties.
In Their Own Words:

INCOMPETENT ADMINISTRATION
Ruth O’ Rafferty, Scottish Vaccine Injury Group (15.01.25)
“46% of the respondents said that even though doctors said to them “Yes, we think this was the vaccine that caused this”, they didn’t write it in their medical notes.
There’s an element of fear there that if you speak out against the vaccines you’re going against societal or cultural expectations that the vaccines are wonderful.”
Kate Scott, Vaccine Injured and Bereaved UK (15.01.25)
“We had no one to talk to who had the shared experience of almost being pushed into the shadows during the pandemic.
We’re an uncomfortable truth but we are a truth, and the truth is, for everybody in our group, the vaccine caused serious harm and death.”

OUTDATED CRITERIA
Kate Scott, Vaccine Injured and Bereaved UK (15.01.25)
“I don’t think that doing the things that the state asks you to do should put us at risk of losing our house or people in our group having to use a food bank, having to move house because they can no longer afford it.
That’s just extra trauma to what we’re already struggling through.”
Ruth O’ Rafferty, Scottish Vaccine Injury Group (15.01.25)
“I mean, how can you prove you’re 60% disabled when your condition fluctuates from day to day? It’s actually — the response that I get from group members, overwhelming response, is that it’s a very traumatic experience to go through, because a lot of them – I mean, I’m having quite — I’m losing my words here, but a lot of us are neurologically impacted so we find it difficult to communicate. And we have some people who are so badly injured that they can’t actually write.
So they’re trying to get medical records from here, there and everywhere, collate it all, and they have to prove causation. I mean, how can a normal layperson do that? It’s very traumatic.”
