Myth: The COVID-19 Inquiry Recommendations will help the vaxdamaged
CVD19 Public Inquiry Module 4 Report
+On 16 Apr 2026, the UK Covid-19 Inquiry publishes its report into Module 4: Vaccines & Therapeutics. It follows evidence sessions in Jan 2025, a forgotten few with Covid19 Vaccine Damage gave evidence to the Inquiry.

Ministerial Action is required to help constituents claim.
The Inquiry’s remit is policy, not people. Core Participants were regularly reminded not to detail individual cases.
Precedents: Post Office Horizon Inquiry; Infected Blood Inquiry.
Ministerial Action is required to drive any change to the system in response to the Inquiry.
The Inquiry’s recommendations are straightforward recommendations.
The Government has a Statutory requirement to respond. The content is not bound. Traditional mode is:
- ‘in due course’/ > 6 months
- counter factual inaccuracies;
- dismiss any misleading recommendations
- indicate which recommendations it is minded to accept
- not a firm commitment/ no timeline or implementation plan offered/no Departmental Minister or Priority list assigned.
Precedents: Equitable Life response, Infected Blood Inquiry.
“The Government has a statutory duty to respond to a public inquiry which is established under the 2005 Inquiries Act, but no has obligation to give reasons for accepting or rejecting recommendations.
Although the Government undertakes to respond within six months, there is no deadline for making a response, meaning that they are frequently published long after the end of an inquiry.
The wait for the Government’s response and uncertainty about Government action also further protracts the suffering of victims and survivors.”

Ministerial stability is required to implement any accepted recommendations.
This is not monitored. 1990 – 2017 held 68 public inquiries; cost the taxpayer £639m; 6 Government responses were scrutinised by a formal process.
The best intentions can be set aside due to:
- lack of scrutiny
- Budget cuts
- reshuffles and ministerial churn
- crises and competing headlines
- elections.

The buck stops with Ministers. The Minister is the common denominator for policy (DHSC), legislation (Parliament), funding (HMT), and delivery (Arm’s Length Body, the NHS BSA).
Member of Parliament are elected and accountable to the public. Members of the governing political Party ran and won on its manifesto pledges. These are their mandate.
